7th Pay Commission Latest News Today: NAC Meeting on Minimum Pay Hike Likely in December; Here's What to Expect

New Delhi, Nov 8: The National Anomaly Committee (NAC), which was formed to resolve all matters related to the anomalies in the implementation of the7th Pay Commission s recommendations, is likely to hold a crucial meeting on a hike in minimum pay beyond the recommendation of the 7th Pay Commission of 7th CPC in December. The NAC is expected to submit its report on higher minimum pay, which would be accepted by the government.

The NAC meeting on raising minimum pay beyond the recommendation of the 7th Pay Commission, scheduled for October, was postponed. If media reports are to be believed, the meeting is likely to take place only after the Assembly elections in Gujarat and Himachal Pradesh are over. The result of Himachal Pradesh and Gujarat Assembly polls will be declared on December 18.

The NAC may suggest hiking minimum pay to Rs 21,000 from Rs 18,000, recommended by the 7th Pay Commission and approved by the Cabinet. Fitment factor will be raised to 3.00 times from the existing 2.57 times. However, central government employees are demanding for hiking minimum pay Rs 18,000 to Rs 26,000 and they are pressurizing to raise fitment factor 3.68 times from 2.57 times. Upset over the delay in raising minimum pay, the central government employees sought Finance Minister Arun Jaitley's intervention in the matter.

According to the Finance Ministry, Jaitley will keep his promise to raise minimum pay beyond the Rs 18,000, which was recommended by the 7th Pay Commission. "Government is making sure that its policy is targeted to where there are specific issues, where government need to make sure to keep FM Arun Jaitley s promise, but also where the government does need to make sure that pay cap will not cost for government exchequer. However, employees deserved pay hike to keep up with inflation," a Finance Ministry official was quoted as saying.

On June 30, 2016, Arun Jaitley held a meeting with representatives of central government employees unions at the residence of Home Minister Rajnath Singh where he reportedly promised them to consider their demand of raising minimum pay beyond the recommendation of the 7th Pay Commission.

The government had approved a hike in salary and allowances as per the recommendations of the 7th Pay Commission in June 2016 and July 2017 respectively. The 14.27 per cent hike in basic by the 7th Pay Commission the lowest in 70 years has left the central government employees unsatisfied.

7th Pay Commission: Central Pay Cap To Be Lifted

New Delhi: Amid growing expectation that the pay cap will be lifted soon for central government employees, government is expected to accept the recommendations of National Anomaly Committee (NAC), which are due to report soon.

Where government need to make sure to keep FM Arun Jaitley’s promise to lift pay cap.

Finance Ministry will now get “flexibility” to breach the longstanding minimum pay 18,000 with fitment factor 2.57 times.

The expectation came as the Finance Minister Arun Jaitley made promise to raise minimum pay of the central government employees in a meeting with the central government employees’ unions leaders on June 30, 2016, day after the cabinet approval of the 7th Pay Commission’s recommendations.

The central government employees unions had reacted angrily to the pay awards, had expressed their dissatisfaction over the inadequate hike in basic pay and threatened to go on indefinite strike.

There was also warning from the unions that making employees minimum pay Rs 18,000 to Rs 26,000 and asked to raising fitment factor 3.68 times from 2.57 times.

Consequently, National Anomaly Committee has been formed in September, 2016 to look into the pay irregularities arising out of the 7th Pay Commission’s recommendations.

There has been speculation in recent weeks the pay cap could be lifted in response to unions demand.

Imaging the increases for central government employees’ pay, a top Finance Ministry official, who did not wish to be named told The Sen Times “now is a time to move to a more flexible approach” to employees pay.

“Government is making sure that its policy is targeted to where there are specific issues, where government need to make sure to keep FM Arun Jaitley’s promise, but also where government does need to make sure that pay cap will not cost for government exchequer. However, employees deserved pay hike to keep up with inflation” he said.

“What government is making sure is that government looks at the Gujarat and Himachal Pradesh assemblies’ elections because BJP performance in the both states will send out strong signals about the pay cap lifting of the central government employees.”

The higher increases fitment formula with 3.00 times from 2.57 times, which will be gone up he salary and pension in general for all segments of employees, on the recommendations of National Anomaly Committee.

The 7th Pay Commission, led by Justice A K Mathur, earlier proposed minimum basic pay from Rs 7,000 to Rs 18,000 per month while the maximum basic pay from Rs 80,000 to Rs 2.5 lakh with a fitment factor of 2.57 times of basic pay of sixth pay commission has been proposed uniformly.

New Delhi: The buzz for the minimum pay hike under 7th Pay Commission for Central government employees has been on rounds for some time now. If reports are to be believed, the minimum pay will be hiked to Rs 21,000 from Rs 18,000. But now the question arises – When will this happen?

According to media reports, the government wants this to happen by January 2018. Earlier, it was reported that the government has finally given a green signal for the hike in minimum pay and fitment factor of the Central government employees.

After this, National Anomaly Committee (NAC) and Department of Expenditure will take a final call on the matter.

The 22-member NAC panel is being headed by Secretary, Department of Personnel and Training (DoPT) and has members of both the official and staff side.

When the Union Cabinet approved the implementations under the 7th Pay Commission, the ministry had fixed the minimum pay at Rs 18,000, keeping in mind the fitment factor at 2.57. Now, the government is considering raising the fitment factor to 3 times.

However, several media reports suggested the central government employees unions were demanding a 3.68 fitment formula.

The move will help in the elimination of poverty and stimulate the Indian economy further, say government officials quoted in media reports.

On June 28, in a major relief to 48 lakh central government employees, the Union Cabinet had approved recommendations of 7th Central Pay Commission with 34 modifications. With effect from July 1, 2017, the increased allowances are based on the recommendations of the Committee on Allowances (CoA).
